DUTIES AND RESPONSIBILITIES

1. PROJECT MANAGER/DEPUTY PROJECT MANAGER

The Project Manager / Deputy Project Manager shall:

  • Responsible for safety and health at construction site.
  • Ensure that the safety policy and the responsibilities. Allocated to each level of management, supervisory and other levels are understood.
  • Ensure that Safe work practices are adopted and are carried out as planned.
  • Ensure that all the operations carried out at each place of work and machinery and equipment therein, conform to the prevailing statutory.
  • Initiate investigation of all accidents, dangerous occurrence and near misses and ensure that appropriate remedial measures are taken to prevent recurrence.
  • Preside the Safety and Health Committee to ensure that the
    work is executed safely by all personnel.
  • Accompany factor Inspector or similar authority on site visit
    and act on their recommendations

SAFETY OFFICER

Responsible in carrying out the duty of ensuring the Safety and Health of workers employed at worksite, the Safety Officer shall comply with the factories (Registration and Duties of Safety Officers) Regulations 1975. The Safety Officer shall be qualified and registered in accordance with the requirements of the Ministry Labor.The Safety Officer shall advice the Site Management on the following matters in respect of safety and health requirements at the construction site.

  • The prevention of injury of workers and damages to equipment/machinery, including the application of safety procedures.
  • Further improvements to existing safe and sound working methods
    including those arising from new developments.
  • The legal requirements effecting safety and health environment.
  • The provisions, use, suitably and required standards and protective
    clothing and safety equipment.
  • To implement any changes in legislation related to safety and health.
  • Implement Safety Management System with the 13 elements as stated in
    the regulations.
  • Identify potential hazards in construction work area and recommend
    remedial actions to be taken.
  • Recommend the minimum requirement fire prevention required on site.
  • Carry out site safety inspections to check and ensure that the only safe
    method of working is in operation and that all relevant regulations are
    being observed.
  • Determine cause of any accident, dangerous occurrence and near misses
    and recommend means of preventing recurrence.
  • Be the secretary of the Safety and Health committee, maintaining
    minutes of meeting and follow up action.

ALL EMPL0YEES

All employees shall:

  • Obey all safety rules and regulations and instruction at all
    times.
  • Be responsible to make full use and maintain of all personal protective equipment issued to them.
  • Attend all the safety training provided.
  • Report all injuries, accidents and unsafe act/ condition to their immediate supervisor.

4. SUB-CONTRACTORS

All Sub-contractors shal:

    • Be responsible for conducting the safety program under their control.
    • Ensure that the Consortium Safety Policy and Safety Rules and Regulations are disseminating to all workers under their control and that it is clearly understood and fully appreciate
    • Their supervisor or foreman must conduct daily check on safety of the work area and their workers before work commence.
    • Support and implement safety promotions and accident prevention activities.
    • Ensure that safe work practices are being implemented and observed at the work site
    • Ensure that the work site is safe and efficient and is maintained to a high standard which fully complies with all requirements of all relevant construction site safety regulations.
    • Ensure that all statutory equipment is tested and all certificates are valid and maintained.
    • Investigate and report all accidents, dangerous occurrences, and near misses and ensure all appropriate remedial measures taken to prevent recurrence.
    • Co-ordinate with main contractor’s Safety Department on safety related matters at the work site.
